Important Information/News for North Coast Section Schools
AB 1025 Conway - Amended by AB 346 - Effective Immediately for Public School
Effective July 9, 2010, AB 346 requires noncertificated individuals employed by districts that does not do both Department of Justice and Federal Bureau of Investigation fingerprinting, to secure an Activity Supervisor Clearance Certificate (ASCC)from the California Commission on Teacher Credentialing prior to starting a position supervising, directing, or coaching a student activity program sponsored by, or affiliated with, a school district or County Office of Education. The ASCC will be issued upon verification of the individual's personal identification and verification background check. The ASCC does not apply to individuals who hold a valid document issued by the Commissioner. To aid in the timely processing of ASCC applications, the Commission will make a direct application online process available in early spring 2010. For more information on AB 1025 Conway, Amended by AB 346 and the certificate that walk-on coaches need effective July 9, 2010 please click on the links listed below.
To summarize, if a district does BOTH DOJ AND FBI fingerprinting for clearance of ALL COACHES, PAID AND VOLUNTEER, then the district can waive those coaches from getting the ASCC. Districts that DO NOT do BOTH DOJ AND FBI fingerprinting will must have ALL NON-CERTIFICATED COACHES, PAID AND VOLUNTEER, get the certificate through the CA Commission on Teacher Credentialing OR the district will have to do BOTH DOJ AND FBI fingerprinting.

**Frequently Asked Questions Regarding the ASCC For Coaches** - this document is still posted and has good questions and answers. However, AB 346 has altered some answers. The above information is the most current and must be followed. The original AB 1025 requirement for the certificate was limited to head coaches, but AB 346 now covers all non-certificated coaches.
